关闭Hyper-V解决我的问题。

解决方案：

Control Panel -> Turn Windows Feature on or Off -> Uncheck Hyper-V

我有同样的问题。我的vagrant up在Windows Fall Creators更新（1709）后停止工作。它在我关闭Hyper-V后工作。

当前工作环境：

- Windows 10 (1709) 
- Vagrant 1.9.7 
- VirtualBox 5.1.32
