winServer2012上sqlserver2017 安装失败，服务无法启动

1.首先安装失败

安装日文版sqlserver2017的64位express版本和develop版本均失败

每次安装到SqlEngineDBStartConfigAction_install_configrc_Cpu64时，弹出错误提示

查看log：

网上查找解决方案，将网络tcp/ip设定有效，仍然无法启动。

启动失败后查看log：ERRORLOG
