装不了是Windows系统的问题，需要需要安装SP1 package升级包，升级包下载地址：https://www.microsoft.com/zh-CN/download/details.aspx?id=5842
下载说明：根据自己的系统版本选择，我的系统是32位的，我选择的是windows6.1-KB976932-X86.exe
下载完成开始安装基本上一路 下一步 搞定
下载安装之后重启系统，再次安装python3.7

1、进入微软官网下载Visual C++ Redistributable for Visual Studio 2015。点击“下载”
2、根据自己的电脑系统类型，64位下载X64,32位下载X86
3、下载好了，双击运行，勾选同意，点击“安装”
4、在cmd命令窗口输入Python测试Python版本，如果还是提示丢失api-ms-win-crt-runtime-|1-1-0.dll
