TimerRetringerRE模块二次开发
TimerRetringerRE模块功能：当R由0变为1（上升沿）时，赋初值IV给计时器，之后x_out开始倒计时，直至为零，这段时间y保持为零，若在x_out倒计时时期间R又有上升沿，则计时器重新开始计时。
The block indicates true, if the initial time IV has not passed since the last reset of the block. Reset is always possible and independent of the current timer value.
