plugin.xml缺失,打开终端sudo nautilus 进到/opt/ros/kinetic/share/pr2_motor_diagnostic_tool中新建一个plugin.xml的xml

在这个plugin.xml加入根元素

</class_libraries>

再次运行rqt_image_view 错误消失
